The push to make San Diego the world’s first region to implement smart energy grid technology was bolstered Tuesday when the U.S. Department of Energy awarded San Diego Gas & Electric a $28.1 million grant.

Supporters of a new downtown library burst into applause at City Hall Tuesday when the San Diego City Council voted to put a plan out to bid.

California Department of Transportation is focusing its efforts on getting small and minority-owned businesses involved in the high-speed rail and highway projects funded by the American Recovery and Reinvestment Act of 2009 (ARRA), its director said at Tuesday business luncheon.

Shares of Illumina Inc. (Nasdaq: ILMN) plunged in after-hours trade after the San Diego company's third-quarter earnings came in well below its own estimates and analysts' expectations, causing the company to lower its full-year outlook.

Life Technologies Corp. (Nasdaq: LIFE), a life sciences and medical research tools company, said Tuesday that demand for its products was solid in the third quarter, and economic stimulus funds encouraged greater sales.

The San Diego Stock Exchange Index closed lower Tuesday at 113.28, down 1.13 percent from Monday. Declining issues beat advancers 66 to 26, and 68 issues were unchanged.

San Diego-based Ligand Pharmaceuticals Inc. (Nasdaq: LGND) has announced plans to acquire Metabasis Therapeutics Inc. (Nasdaq: MBRX) for approximately $3.2 million in cash.

Ligand Pharmaceuticals Inc. (Nasdaq: LGND) announced acquiring Metabasis Therapeutics Inc. (Nasdaq: MBRX) for $3.2 million in cash and Contingent Value Rights, and Helix Wind Corp. (OTC: HLXW) announced that its S594 wind turbine installation in Dutch Harbor, Alaska, performed well during a major winter storm, withstanding winds in excess of 80 miles per hour, according to company announcements, SEC filings and Bloomberg News.

Home sales increased 2.1 percent in September in California compared with the same period a year ago, while the median price of an existing home declined 7.3 percent, the California Association of Realtors (C.A.R.) reported.
